Why the fee is only half the cost
Malaysia runs the reverse of the usual pattern: British Council's RM 930 undercuts IDP's RM 960 for the standard test, one of the few markets where the newer provider isn't the cheaper one. Rescheduling
IDP treats transfers the same as cancellations, so the RM 220-259 admin charge applies if you move your date 5+ weeks out, and the full fee is forfeited if you move it later than that. British Council may charge a penalty depending on how much notice you give, under its standard reschedule terms.
